Home buying…why is it so hard?

California- Bay Area- We can go up to 250,000 and while we have been bidding well over asking, which in many cases asking is higher than the home is worth anyway and we are still getting beat out. Are investors really buying up all the homes? How are a normal working couple ever to get a home when investors are buying everything with cash? Soooo frustrating…
